Preheat oven to 350°. Grease a baking sheet or line with parchment paper.
Using an electric mixer, cream together butter and sugars until light and fluffy.
Mix in eggs, vanilla, and food coloring.
Mix in flour, cocoa powder, baking powder, and salt.
Stir in white chocolate chips.
Refrigerate dough for 30 minutes.
Scoop dough into 1" balls and roll first in granulated sugar, then roll in powdered sugar. Entire cookie should be covered in powdered sugar. Place evenly apart on prepared baking sheet and bake 14 minutes. Allow to cool on cookie sheet for 5-10 minutes before transferring to a wire cooling rack.
